It seems pretty odd that a monopoly like Microsoft would sweat a boycott threat from one minister little known outside his home state. Chris Patil of Marching Orders suggests that something else was involved, something Microsoft wanted: legislative support for a huge expansion project. This seems highly plausible to me.
